I'm unsure about that, because this is a special situation. All the
messages are coming from registered Launchpad accounts.
It looks like they have been stolen, and that's why the mailing lists
are not automatically rejecting them.
Perhaps the solution is to introduce a procedure to close those stolen
accounts, if that's the case.
