If "System Tools" be move to "System > Tools"

Hi,

I agree that "System Tools" category be moved to "System", because moving
items into different location would only fills up the Preferences and
Administration category that causes items to be mixed and confusing, I think
by creating categories that can show the user clarity of what the items is
for will make it easy to navigate for users.

An existing approach that is similar is all hardware related items are moved
to "Hardware", same goes to "Look and Feel", "Personal" and "System".
