be removed? Is it simply a matter of "it does more than we need if GNOME
Initial Setup will run afterwards"?

That's a fair idea, but I think the Ubiquity OEM install option is what
would work best for you *right now*; meaning that it already does only
install the operating system and leaves the configuration to the end user
(just not using GNOME Initial Setup). I know it has issues and is generally
not as well tested as the main install path; but this is fixable. If people
really care about the OEM install, then they test it, file bugs, and we fix
them.
