Ah. Now that you poit it out, software-properties-common is seeded by
non-desktop as well (eg. Server) so maybe it was a mistake to add it to
ubuntu-desktop, and it belongs to the same category as things like
plymouth? I didn't notice before because I was thinking about
software-properties-gtk only, and then mapped it later to the actual
source package without thinking about the original packageset
suitability question.
Who manages https://launchpad.net/software-properties (as opposed to
software-properties package upload permission) is outside the remit of
the Ubuntu DMB though, as it's an "upstream" from the perspective of
packaging (even if in practice it's only used by Ubuntu). I think it's
up to Ubuntu core devs collectively to decide how to best manage it, as
opposed to the DMB.
