Patch tagging guidelines added to SponsorshipProcess

As explained in

I've added a reference to
https://wiki.ubuntu.com/UbuntuDevelopment/PatchTaggingGuidelines to
https://wiki.ubuntu.com/SponsorshipProcess. When sponsoring changes that
include patches against upstream source in future, please ensure that
the change follows these guidelines. If the package does not use some
kind of patch system then you may wish to simply include references in
debian/changelog instead (as it is not generally appropriate to change a
Debian package's patch system in an Ubuntu upload).
You may or may not want to ask the contributor to make this change; if
it's the only problem with a proposed change, then it may make more
sense to make the change yourself and simply tell the contributor you've
done so.
This will help us to keep better track of what patches we have and why,
and perhaps more importantly will make it easier for others looking at
our packages to understand the changes we've made.
