Just another Q&D idea. If I have understood correctly, you only want to allow 
a group of users the use of last.

The workaround:

chown 750 /usr/bin/last
add the users to /etc/sudoers to allow them to run last without password
put in /etc/bash.bashrc
 alias last="sudo /usr/bin/last"

I'm not sure if it's going to work this way but you can try :)
