New seed locations; Germinate changes

(Ignore this message if you don't care about the minutiae of how
Ubuntu's package sets are recorded for use by the archive maintenance
software, CD building scripts, and during the maintenance of a few
packages.)

Following a brief discussion in today's Technical Board meeting, we've
moved the Germinate seeds (which control the packages that make up
Ubuntu's main and restricted components) off the Wiki and into a shared
arch archive. This should let us get the seeds working for Hoary in
reasonably short order, which has been lacking up to now. It was
suggested in the meeting that proposed additions should stay in their
current locations on the Wiki, since they're somewhat easier for most
people to edit there.

The shared writable archive is here, for those with chinstrap accounts:

A public read-only mirror is here (if you don't have a chinstrap account
and want to make a change, you can make a branch of this and submit the
revision for merging, although it's probably easier to just ask one of
the Canonical staff for now):

The packages containing the seeds for warty and hoary respectively are:

The current version of Germinate will fetch its seeds from there. We
should get these lists up-to-date with Hoary soon so that they can be
used to keep the debootstrap, ubuntu-base, and ubuntu-desktop packages
up to date.
