Is it my understanding that the following is what's being suggested? :

  mozilla-firefox
    Depends: mozilla-firefox-locale

  mozilla-firefox-locale-de
    Provides: mozilla-firefox-locale

  ubuntu-language-de
    Depends: mozilla-firefox-locale-de

which seems to make more sense to me than 'foo-locale-de' depending on 'foo'?
