Which languages shall be supported with the lang packs, and how?

Surely it would be better to make the naming 'la-CC' in all cases. This
stops the confusion between 'en-GB' and 'en-US' and follows the standard
naming conventions.
(d-i already knows about 'en-GB' etc, since they is exactly what it is
setting the UTF-8 locale to based on the questions asked at installation.)
