I have to disagree here; security vulnerabilities and exposures are a
high-priority type of bug, which are dealt with through a special process
due to their impact on users.

It is important to make a distinction between a genuine security issue, and
a simple bug in a software package which happens to be related to the
security of the system.  A simple functionality or usability bug in a
security-related program does not imply a security problem.
