Ubuntu derivatives : howto ?

Is there a simple mechanism for doing so?  Like, a way to 'drop in' a
file saying which extra ones to install?  Perhaps a d-i debconf preseed
that pulls in a package with that file, then base-config walks that list
and gets them?  Or would you need a base-config plug-in / extension for
that?  How can it be done?
