So you are planning that every possible Python module in the world is
going to be in 'main'?  distutils is not just a "developer tool", it is
the standard "installer" for Python packages.  Phillip Eby's
"EasyInstaller" stuff (PEP 330?), won't be able to do its thing without
having complete distutils support in place, for instance.
