Testing/Experimental Packages in Universe

My gut feeling is that we should rather create an "experimental" suite
for those packages since lots of -experimental, -test, -cvs, -devel
packages would clutter up the package name space and are hard to get
rid of again. I think Debian experimental works well enough for such
stuff, so maybe we can get that for Ubuntu as well.

If it's not possible, then what about using another archive?
experimental.ubuntu.com or even a private one should be fine as well,
right? Since these packages are not intended to be the default choice,
they must be announced somewhere anyway, and this announcement can
include the proper way to set up the new package source.
