RFC: Requirements for promoting a package into main

Hi!

As discussed in yesterday's TB meeting, I created some guidelines
which steps need to be taken before a package is included into main:

This documents the existing practice I followed for
accepting/rejecting packages in the past; however, so far I did not
always document the result of my reviews; for the sake of peer review
and documentation, we should probably make this a requirement now.

I appreciate any comments, suggestions, corrections of bad English.
