It is the result of many design discussions, but does not exist in concrete
form yet.  It was originally targeted for the Ubuntu 5.04 release, but was
not ready in time, and so has been deferred to 5.10.

There is a long-standing consensus that this patch is bad news, and adding
it at this late stage of our freeze is out of the question.
