UTF-8 problem

Hi, im a peruvian Ubuntu user, i have use Debian for some time and now
im using Ubuntu and i like it very much, but lets go to the point of the
e-mail.
I have install Eterm from the apt archive, and i had some problems with
UTF-8 encoding (some screenshots at
http://nxvl.supersized.org/archives/48-Eterm-o-locales.html, it's a post
describing the problem but it is in spanish), first i have think it was
my locales, but there wasn't because with the gnome-terminal i haven't
problems, only with Aterm and Eterm. Then i compile the Eterm and it
works fine, i think meybe the one who make de .deb package precompile
the Eterm without UTF-8, but its only my opinion.
And now i have see the same problem with perl, when i run perl i get
this error:

maybe its the same problem, but i don't know, please check it out,
because the internationalitacion of Ubuntu depends of this little things.
