Ofcourse we do, however we should attempt to do that with
care; Namely to define obvious feature and bugfix exemptions
(and keep them few) for GNOME components which we will allow , 
but still keep GNOME frozen in a way, to retain as much as possible 
relative stability. 

We may need to also to allow exemption on the basis of
having dependants of higher versions.
