mc & utf-8 for Dapper Drake

Unfortunately, I don't know how to install Breezy lacking an
external bootable media[1], so I can't test it under Ubuntu... :o|

...that said, I rebuilt 1:4.6.1-1ubuntu1 under Debian sid, and
although the build process threw a lot of warnings (starting with
texts suggesting the patches won't be applied...), the final package
seems to work. Thanks a lot!

BTW: I'd love to test the new mc under Breezy, so if you know how to
install Breezy without booting the machine from a CD-ROM/USB key... :o)
