Another solution would be to get something like deb-deltas or deb-zsync
working, o that the total amount download is reduced, even for a whole
upgrade (or reduce the download further if both upgrades are done)

Deb-deltas have been done to death on this newsgroup, so discussion of
deb-deltas and zsync should be discussed on the relevant wiki talk page:

It also would be nice if APT in general divided independent packages into
groups so that if e.g. two packages are updated but do not suggest
recommend require each other the first package downloaded can be
installed before the second one is downloaded.

For the bandwidth/week issue implementing a bandwidth cap/week on the
upgrade would get you the packages eventually, though you may be able to
get the CD quicker.
