I wrote a HOWTO for the forums on how to install an ubuntu system with
floppies and no CD drive, using the Debian floppies:

http://www.ubuntuforums.org/showthread.php?t=213278

If you follow my suggestion, you will end up with a Debian base system
with no additional packages (no X, etc.) which you upgrade to Ubuntu
Dapper by changing the /etc/apt/sources.list and doing an update &
upgrade & dist-upgrade.

Once this is done, you can install all the packages you wish - the
entire system, if you want, or just the server packages, if that's your
desire.

How to change the Debian floppies to work with Ubuntu I don't know, but
I think it should be done - the other solution is obviously a tweak.
