Bug management specification query

Hello,

Over the weekend I had a tiny blitz on trying to help (with respect to
obtaining more information / refiling) Ubuntu bugs in launchpad. While
I'm no expert, I started out using Mozilla's Bugzilla back in 1999 and
along with that I have experience using the bug tracking systems of Red
Hat, GNOME and Mandriva both as a reporter and a "helper".

Thanks to this I have a few thoughts on bug management in Ubuntu and
more general bug quality issues and recurring problems. I'd write them
here but I notice that everyone else who has ideas (on various topics)
is told to write a specification. Could someone post me the link to the
guide to writing specifications please?
