IMHO refining bugs is unnecessary and a waste of developer time - in my
experience, if you publish good bug reporting guidelines, the vast
majority of users will follow them.

Our bug reporting guidelines should be good enough that Ubuntu bugs can
be sent upstream verbatim if we determine that's where the bug is - very
few of the ones on the list pass that test.
