what's the meaning of that? A bug filed for the product "Malone", or
just the (unique) bug number in Malone?

If we do not differentiate between products/distributions, what happens
with bug reports not just filed for Ubuntu?

I.e.

foo (1.1-0) dapper; urgency=low

 * New upstream version:
   - Fixes bar (Closes: Foo #2001, Ubuntu #2001)

foo (1.1-1) dapper; urgency=low

  * Fixes bar (Ubuntu #2002)

assuming, that Foo is a registered product/distribution.
