Bugs with status 'In Progress' without assignee

I've been known to do this on occasion when the bug has been fixed
upstream but doesn't have a linkable upstream bug. I suppose
fix-committed would do as well, or I could use the Launchpad feature to
create an upstream task without a linked bug report.
