Possibility to create new Czech translation of programs which is included in Ubuntu?

Hello Tomas, welcome onboard!
If you want to translate the applications, you can definitely start
from Rosetta (http://www.ubuntulinux.org/rosettarelease), which has just
been released, and which is the easiest and coolest way of translating
things for Ubuntu. If you go with Rosetta, you may also want to
subscribe to the rosetta-users mailing list (http://lists.ubuntu.com/mailman/listinfo/rosetta-users).
If you want to translate the documentation instead, please visit
http://www.ubuntulinux.org/wiki/CountryTeams .
You may also want to get in touch with Aleš Kapica (of which I however
don't know the e-mail address) who maintains the wiki pages
[CzechDocumentation] and [Jak editovat stránky ve Wiki].
