Sadly, although it would be nice really to have *all* the specs under a
subpage, I think Matt is right, we can't do this.

https://wiki.ubuntu.com/BetterWikiDocs is a spec which deals with
exactly this. It's quite a challenging spec though, and we need to
resolve quite a few outstanding issues first.
