kquickguide docspec

The beginnings of a docspec for kquickguide are at: 
https://wiki.ubuntu.com/KQuickGuide.  I see that an outline for a docspec was 
pushed to svn for the Kubuntu docs, but I started with copying jeffsch's 
format for StyleGuide as I thought that is what was decided at the meeting 
earlier.  I can work on getting it into svn when the wiki version is 
complete.
