I agree that its good practice to insert comments and that it really helps 
to figure out what is going on. I don't have any problem with making it 
mandatory, although the coolest thing would be to make it mandatory, except 
for where the user ticks the "Trivial Changes" box. That way the question of 
small changes is dealt with. 

Also, if trivial changes could be marked as such on the RecentChanges page, 
that would be nice (I don't think they are currently, although I'm not 100% 
sure).
