I would have the thought the essential idea at the core of this suggestion was pretty sound: maybe it should be implemented differently - something along the lines of the KDE "First Run" druid? "Hello , click here to delve into the Mysteries of the Ubuntu Package Management Method!"

Dear Peter,
Your idea is a good one, and I'm sure the bug you've submitted will be
taken into account by the Ubuntu team. You're bug report was well
thought out and supported by evidence from real users: although I agree
with mpt that a desktop icon is not really a good way to go about
redressing the problem, you are right to say there are alternatives: a
"welcome to the operating system" program run after installation would
be really cool, to introduce people to the advantages of linux package
management. Another idea might simply to make the menu more intuitive.
Have you seen the excellent Add/Remove Packages tool in the Applications
-> System Tools menu? This tool needs to be promoted as it is a good way
of redressing the same concerns you have voiced.
In general, just wanted to voice my approval for your thinking and the
way you went about expressing it: mpt has assigned to bug to the right
package and the Ubuntu guys will get thinking about it soon, I'm sure.
If they think that a solution will involve documentation, then we will
be here ready to help!
Hopefully we'll have some guides ready for Breezy that users can go
straight to and will help redress this problem to a certain extent.
yours, Matt
