New 'About Ubuntu' Patch

Format looks ok to me. Basically if you follow the instructions in 
https://wiki.ubuntu.com/DocteamStepByStepRepository then you should be fine: 
use the validate.sh script to check the file, and check it visually in yelp. 

A couple of things that you might be able to work on before we apply the 
patch: the kubuntu-desktop packages are available in the main repository, 
rather than universe (see the about-kubuntu document in our archive, 
http://kubuntu.org/faq.php and http://kubuntu.org/documentation.php). 

Secondly, when making links, you can use the entities in libs/global.ent to 
make links. 

For example, instead of:
<ulink url="http://ubuntulinux.org">ubuntulinux.org</ulink> 

You can use:
<ulink url="&ubuntu-main;">Ubuntu</ulink>
