The guide says:
 "To report a problem or make a suggestion, please file a bug report at the
Ubuntu Bugzilla, under the 'Documentation' category."

When all a user wants to do is make a (possibly one off) sugestion, i feel a
bugzilla acccount is overkill. perhaps a link to the list or to a contact page
in the wiki?
