The easiest way to do this I think might be using one of the many CMS's
out there that include forums, mailing lists, wiki and more into the one
package. There is a lot of content that would most likely have to be
converted to the new package, and even then you won't get Launchpad as
part of this because it is a separate thing altogether. Check out the
options at http://www.opensourcecms.com/
I am more then willing to help out with such a project, I have a bit of
experience in setting these things up, and I know a bit of PHP.
