Latest Ubuntu-docs package and problems with the FAQ Guide

Ok I filed this bug about this and assigned it to Jeff.

I think the title should be "Ubuntu 5.10 Starter Guide"

I guess the relevant files are not in the package. I haven't filed a bug
about this because I didn't have time and I figured the other problems
are more serious, but if someone wants to do it, that would be cool.

This is the other thing major that needs to be fixed.
