Thanks for the info on Sarma, the interface looks similar to some of the 
nicer XML editors like XXE, but it seems to have some performance issues.

Another project worth looking at is Borges which is used by Mandriva
to maintain their documentation.  On the plus side, they have put a lot 
of effort into supporting the translation process to multiple languages, 
and it is a fairly mature product.  On the minus side, the interface 
looks kind of old fashioned, although it gets the job done.  If somebody 
held a gun to my head and said I have to set up something today, I would 
probably concentrate on Borges as most of the functionality is already 
there.  Since that is not the case, it would be nice to have something 
that is more aesthetically pleasing and more intuitive to use, 
especially for people who are not as well-versed in XML.
