new repositories for codecs

Well, this is for you all to decide. Currently, the wiki page for
restricted formats suggests a wget on "debian" repos for w32codecs.
Sure enough, there will be smart individuals to put these in their
source.list  and get into trouble when upgrading ;-) So that was my
first point. Ubuntu repos are now available. (I have been very much
involved in ubuntu-fr forum as I have been a moderator there, I have
now kinda moved to ubuntuforums, this is my perspective).

vlc is also around, with  ffmpeg codecs and libdvdcss plugged in, in
the universe repos. I'm _personnaly_ not much aware of all the other
pakages as I try to stick to ogg and theora ;)

Currently, the upgrade installs :
w32codecs : 20061022-0medibuntu1
libdvdcss2 :  1.2.9-2medibuntu1
which are the former plf packages with new version numbers. The
maintainers are the ones who maintained the Ubuntu repos, at first
within the plf project, then within mr_pouit's repos
(mrpouit at gmail.com). effraie and illovae build the ppc packages. They
are also involved in the #ubuntu-fr-classroom (freenode) where they
teach packaging (these classrooms are organized by gloubiboulga).

I'm sending an email to mr_pouit to get more details about these in
addition to server reliability and bandwidth.
