Missing Documentation / Help Requests

I've been searching for support for a sound issue. Basically, I have a TV
tuner blocking my sound card output so I can't even get "aplay -l" to give
me output. I know this is the problem. I have had problems with hardware
recognition and in editable get lead to this page.
https://help.ubuntu.com/community/DebuggingHardwareDetection . The difficult
thing is that this page doesn't exist. I am probably not the first user with
this issue and in the past have been able to get help from some great
developers. Unfortunately, developers don't have time to help every user
with hardware problems. The IRC channel was not much help either. I will try
the forums as well, but I thought I would bring this missing page to the
teams' attention.
