It is certainly ok for users to file bugs against yelp in Malone and you
can link to a gnome bugzilla report from Malone if you find that the bug
you files is already in gnome's bugzilla. However, if you know that the
bug is in yelp itself and not Ubuntu specifically it is more useful to
file the bug with gnome directly since they should be the ones fixing
it. It is nice to have a Malone bug filed so that users can see that the
bug has been noticed but we can't keep track of all upstream bugs.
Yelp is also in Launchpad because Launchpad is more than just a bug
tracking system. It also includes Rosetta for translations and now Soyuz
for package building and distribution. All Ubuntu source packages have
to be in Launchpad.

I'm quite dumb when it comes to mailing lists, I haven't figured out a
way to get around this either.
