Ouch...

If the scanmodem tool is broken, I don't think that leaves us with any
choices on finding out how to setup a winmodem on Edgy.

May be we can put a comment on the dial up howto to ask users to either
install Dapper or use a Dapper live CD to run the scanmodem.

That pretty much will mean "use another distro as Ubuntu isn't really
concerned with your winmodems"... Bad PR... And bad QA... if the tool is
really broken.
