RFC: TopicBasedHelp specification

Hi,
I also read through this and have to agree. The changing of how
documentation is done could be a little troublesome. You dont want to have
people confused working on one thing and then having a different standard on
working the same thing. Do you really want to change the standard for one
and not for the other?
