small patch for contribute.xml

Thanks for your patch. I've committed the modified version of your
patch in r3439. Basically, irc-server and irc-network are defined in
libs/global.ent and we have not included that file. irc-network points
to Freenode while irc-server points to irc.ubuntu.com. I'm unsure if
irc.ubuntu.com channels are active.
