bzr archive now open

bzr imports of the doc team's SVN repository are now working on
launchpad.  This means we can move to bzr very easily should we choose
to do so.  The main advantage to this would be being able to control
who can access the repository.  Another advantage is the ease that
people without committ access can make their own branch that those
with access can merge into the main branch.

To test it out try this sandbox branch I made for playing around in

bzr co sftp://<lpusername>@bazaar.launchpad.net/~ubuntu-doc/ubuntu-doc/sandbox

edit some files and bzr commit.
