here's the full path on an up to date Dapper:
/usr/share/doc/libdvdread3/examples/install-css.sh

I guess you could add something like this to that page:

for Ubuntu Edgy (6.10), the command is as follows:
sudo /usr/share/doc/libdvdread3/install-css.sh
-----

unless of course that's a bug :)
