contribute document patch

Hello, I thought I would submit this patch to help clarify the
documentation.  The attached file applies only to the contribute.xml page
under /generic subdirectory of the svn repository.

The first part completes the info that appeared to be missing/incomplete
under the MOTU section.   The patch adds a link to the MOTU recruitment page
to add a reference.

The second part eliminates a redundancy in the mail-lists section.
Originally, it read "<link>ubuntu-devel</link> the ubuntu-devel and the
<link>ubuntu-devel-announce</link> mailing lists."  The patch takes out the
bolded redundant text, leaving only the link names of the lists.

This is my first patch, so feedback on how well I did would be appreciated.
