That behaviour should have changed in Edgy. We've modified the way we
use entities in translations.

If you want to localise a particular URI, simply replace the entity with
the full URI you want it to point to. So:
<ulink url="&wiki-filepermissions;">
will become:
<ulink url="http://wiki.ubuntu-it.org/PermessiFile">
