Ubuntu is probably not the best place to be doing this, I'm sure the
upstream GNOME/PyGTK/Mono communities would love a hand. I think the
Ubuntu Documentation is better off introducing and pointing to these
resources and perhaps could be done better. If you want to help out on
this then great :)
We do already have some development resources:
There is Ubuntu development information on the wiki at
https://wiki.ubuntu.com/UbuntuDevelopment which contains information
relevant to Ubuntu development in general (mainly packaging)
Ubuntu Forums already have a programming forum at
http://ubuntuforums.org/forumdisplay.php?f=39
Some resources are already installed by default such as the dive into
python guide, others are installable from the repositories.
