Why 7.10 doc isn't on https://help.ubuntu.com/ ?

OK, I've uploaded the documentation and in the processed made the following
changes:

   - Added the analytics code to 6.06 and 7.04
   - Updated the 7.10 index page where a link says "New to 7.04?"
   - Also on the main index page
   - Updated the theme for community to add the 7.10 tab (pending a
   reload from IS)


The script I used (for future reference) to update the analytics code on the
pages without was:
