How to write procedures in help pages

Summary:
* People don't go to help unless they're stuck, and they leave ASAP.
* When writing an instruction, make the first words the vital ones.
* Consider situations that might prevent instructions from working.
* Collapse instructions for simple steps (like opening a program).
* Consider one-page overviews of "What you can do with X".
