update to the pbuilder page in the packaging guide

Sorry about not replying about this. The packaging guide is now being
maintained on the Ubuntu wiki at
https://wiki.ubuntu.com/PackagingGuide . The pbuilder section is quite
a bit different but you're welcome to contribute to it.
