web-server.xml Update

Hey all,

Here's a diff for generic/server/C/web-servers.xml it mostly concerns the
Ruby on Rails section.  The guide uses gem install rails, but in Gutsy Rails
is in the Universe repo, and I included some content on configuring Lighttpd
to serve Rails apps.  It's probably a good idea for someone else to walk
through the steps to make sure I didn't miss anything, and that they're
accurate.

Also, a small correction to the Apache section.  In Gutsy there's an
IfModule directive in /etc/apache2/ports.conf to configure Apache to listen
on 443.

I'll be on vacation starting tomorrow so I won't be available for
corrections until Monday, but please feel free to add/modify as you see fit.
