[VOTE] Wiki banners

+1 for option #1 - the basic banners.
They should, however, have links built in to CategoryCleanup, 
CategoryNeedsExpansion, CategoryDeletion, and any other categories 
necessary on a per banner basis.  This is unless you intend to use the 
Moin search mechanism to keep track of the banners as the primary form 
of  keep tabs on marked pages.
